“Outside agitator” is a phrase historically used to delegitimize those who are a part of organized protests, according to this NPR story. NPR investigates this phrasing with professor Peniel Joseph from the University of Texas, Austin. The history here is worth looking at given that many cities reported an influx of counterprotesters — or infiltrators if you will — to planned protests.
